To remount /tmp/ as executable, use: 
[root@web1 ~]# mount -o remount,exec,suid /tmp 
The it should install correctly. 
After the install is done, remount the /tmp/ filesystem with the noexec permissions reset. 
[root@web1 ~]# mount -o remount,noexec,nosuid /tmp
